***PLEASE NOTE THAT ONLY EMPLOYEES PERMANENT IN THE ADMINISTRATIVE STAFF ANALYST TITLE WILL BE CONSIDERED** The NYC Department Of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. The Chief of Staff to the Chief Financial Officer and Executive Director of the Water Board (CFO) supports DEP's mission by ensuring the smooth functioning of the agency's business and administrative functions. Reporting directly to the CFO, the Chief of Staff will be responsible for facilitating the CFO's executive policy direction and oversight of an approximately $2 billion annual expense budget and ten-year capital plan of over $33 billion. These resources fund DEP personnel as well as a vast array of maintenance, equipment, supplies and service contracts and a wide range of capital construction projects within the Agency requiring significant financial management and oversight. In addition, the CFO office oversees operations for the majority of agency administrative functions including revenue collections and customer service, procurement, audits, information technology, facilities, and human resources. The Chief of Staff to the CFO's responsibilities will include, but not be limited to:

  • Support the CFO in aligning budget, procurement, administration, and technology priorities with agency-wide strategic goals; prepare briefing materials and facilitate decision-making.
  • Work with Office of Performance and Program Management to drive execution of change management and performance improvement initiatives across administrative functions, including the creation of complex business cases and financial models to assess and recommend priority investments for performance gains.
  • Manage large data sets, execute data analytics, and formulate key findings and recommendations to drive strategic decision-making.
  • Coordinate interagency communications and follow-up with the Office of Management and Budget, Office of Technology & Innovation, Department of Finance, and Comptroller's Office on behalf of the CFO.
  • Assist in the development and rollout of agency-wide policies and procedures related to all administrative areas; track implementation progress and flag operational challenges.
  • Synthesize data to support the CFO and rate consultants in preparing materials for NYC Water Board deliberations on annual water and sewer rates.
  • Serve as a liaison to the NYC Water Board and the NYC Municipal Water Finance Authority, helping coordinate materials and interagency communication related to rate-setting and financing matters.
  • Manage special projects and cross-cutting initiatives within the CFO's portfolio.
