Duties
Summary
The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.
Responsibilities
This position is located in the USCP Office of Financial Management(OFM), Office of the Chief Administrative Officer (OCAO). This positionis responsible for the full range of financial management activities for theDepartment, including budget formulation and execution, accounting, financialaudits, financial systems, and reporting.
As the CFO/Director, OFM, the incumbent has overall responsibility, as well asdelegated authority, for the oversight and administration of broad, emerging,and critical financial programs and operations. The incumbent will beresponsible for planning, administering, and coordinating a comprehensivefinancial management program for the USCP, including:
-Providing oversight, management, and coordination of the Department’sCongressional Budget Justification, annual spend plans, and budget execution incompliance with applicable accounting, internal controls, and budgetprinciples, standards, and/or requirements.
-Establishing resource requirements and recommendations for Departmentprograms.
-Developing an integrated accounting and financial system for the USCP.
-Implementing financial management practices, policies, and procedures withinthe USCP.
-Developing, reviewing, and implementing financial management policies andguidance affecting broad, emerging, and/or critical programs.
-Consulting with Department executives and staff to effectively plan andexecute mission objectives.
The work of the incumbent is accomplished through subordinate units that havespecific program responsibility for assigned organizational functions, as wellas in close coordination with Department officials and stakeholders. TheCFO/Director, OFM, must establish and maintain effective working relationshipswith various high-level stakeholders, including USCP executives, Members ofCongress and their staff, Congressional Committees and staff, the CapitolPolice Board, other legislative and executive agencies, and members of thepublic where appropriate.
This position requires the incumbent to obtain and maintain a Top-Secret/SCIclearance.

Requirements
You must be a U.S. citizen.Successful completion of a background investigation is required. Must complete a one-year probationary period.Must be able to maintain a Top-Secret/SCI clearance.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
Yourresume must demonstrate at least one year of specialized experience at orequivalent to the CP-13/GS-15 grade level or pay band in the Federal service orequivalent experience in the private or public sector. Specialized experiencemust demonstrate the following: 1) Formulating budget to implement programobjectives of the organization; 2) Advising personnel on financial managementprogram, policies, and procedures; 3) Interpreting budgetary regulations todetermine impact on organizational programs; and 4) Preparing for andoverseeing financial statement audits.
Additional Qualifications:
-Bachelor’s degree in finance, business, public administration, accounting orrelated field.
-Experience with the Congressional budget process and Appropriations Law.
-Fifteen plus years of specialized leadership experience in budget, finance,administrative management, accounting or related field.
-Excellent interpersonal skills and ability to interact courteously andprofessionally with individuals and teams on all levels.
-Strong analytical skills and demonstrated ability to collect, interpret, andevaluate data to make informed recommendations.
-Excellent written and verbal communication skills.
-Ability to identify and resolve challenges independently and effectively.
-An understanding of confidentiality requirements and the ability to exercisesound ethics.
-Ability to work independently while respecting the role of the DivisionDirector.
-Proficient in the use of automated equipment and software including MicrosoftOffice.
DesirableQualifications:
A master's degree in finance, business, public administration, or relatedfield.
Certified Public Accountant (CPA) or other financial certification.

Education
Bachelor’s degree in finance, business, public administration, accounting or related field. A Master’s degree is preferred.

There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
