Overview
DLH is seeking a Business Development Director with a proven track record in federal Health IT and public health scientific research, with a strong focus on growth at the Centers for Disease Control and Prevention (CDC) and related HHS agencies. This role is ideal for a seasoned professional who brings deep agency insight, trusted relationships, and the ability to shape strategic positioning. The Director will lead efforts to expand DLH’s reputation and growth pipeline by identifying and qualifying opportunities, building strong client relationships, and guiding the business development process to maintain a high win probability. This is a growth leadership role—not a proposal writer or capture manager position. This position will expand upon an already successful portfolio of established and growing customer accounts at CDC and HHS.
This position is located in the Atlanta, GA area with local and extended travel expected up to 10% of the time.
Responsibilities
Identify, qualify, and prioritize new funding and business opportunities within CDC and HHS.
Conduct market research and competitive analysis to inform pursuit strategies.
Build and maintain relationships with key stakeholders, clients, and teaming partners to strengthen DLH’s position.
Develop call plans and facilitate executive-level meetings aligned with strategic growth goals.
Partner with capture, proposal, and program teams to develop win themes, value propositions, and differentiators.
Collaborate with internal leadership and operating centers to align pursuits with organizational objectives.
Support strategic planning by maintaining a healthy pipeline of qualified opportunities and tracking BD metrics.
Represent DLH at industry conferences and forums to promote brand visibility and thought leadership.
Provide detailed reports on follow-up activities after call plan execution.
Write or contribute to white papers, RFIs, RFPs, or publications tied to strategic growth areas.
Core Duties
Lead major bids, including contracts, grants, cooperative agreements, and OTAs.
Drive the development of technical and management solutions in collaboration with internal and external subject matter experts.
Work closely with the Pricing Office to ensure competitive price-to-win strategies.
Proactively work with contracts and Business Development leadership to ensure the development and execution of NDAs, teaming agreements, and strategic partnerships for competitive advantage.
Provide skills and value to our proposal activities to include proposal
Conduct competitive analyses to inform positioning and proposal strategies.
Monitor industry, scientific, and technological trends to ensure DLH remains aligned with customer needs.
Work in collaboration with Pricing Office to ensure price to win (PTW) analysis is conducted and the PTW target is established
Qualifications
Bachelor’s degree and 16+ years of prior relevant experience or Master’s degree with 14+ years. A technical degree is highly desired.
Proven track record of successful business development and/or acquiring funding with CDC
Demonstrated access to and relationships with public health and life sciences market customers and industry partners in the areas of clinical research services, epidemiology and public health studies, behavioral health, data management and analysis, health information technology, data analytics, modeling and simulation, logistics, program evaluations, and policy analysis
Excellent written, verbal communication, and presentation skills are essential
Leadership skills to develop, organize and execute significant BD activities, including building teaming-partnerships, assessing win probability and executing customer call plans
Prior experience supporting growth and strategic efforts for public health and life sciences
Strong, respected relationships with public health and life sciences customers
Ability to gain internal support, operate independently with limited supervision and feedback, and establish a solid working relationship with technical staff, program managers and peers within DLH
Ability to operate at the senior level and influence, negotiate, and close.
Candidates must be U.S. citizens and be eligible to obtain a security clearance
Proximity to the Atlanta, GA location is required
