Reporting to the Proposal Management Lead, Raytheon is seeking an Associate Director (AD), Proposal Management who will lead competitive and sole source proposals for Raytheon. The AD will proactively build, train, and lead proposal teams to win highly competitive business in classified and unclassified markets. The AD will lead international and domestic proposals through all aspects of the Capture/Proposal process, focusing on compliance, schedule, stakeholder satisfaction, and positive customer feedback. The AD is typically engaged advance of final RFP release to drive the creation of technical, management, and other baselines. This is a highly collaborative position that includes alignment with Capture Teams and stakeholders across Raytheon.
What You Will Do
Prepare and deliver competitive and sole source proposals on schedule
Develop proposal compliance matrix and ensure compliance
Develop the proposal plan, schedule, outline, and resource plan
Review draft proposal artifacts to improve quality
Ensure timely, effective proposal kickoffs, color teams, peer reviews, and leadership reviews
Collaborate with other Raytheon stakeholders (e.g., pricing, supply chain, contracts)
Communicate proposal requirements and status to senior management
Collaborate with RTX Global Government Relations (GGR) at the Federal, State/Local on Public Policy in their advocation and development of new technologies and our solutions
Domestic travel up to 25% to support proposals

Qualifications You Must Have
Typically requires a University Degree and minimum of 12 years proposal and/or business development experience, or an Advanced Degree and minimum of 10 years' experience
10+ years of creating and delivering winning proposals
Experience managing prime competitive and sole source bids over $200M in Total Full Value as primary Proposal Manager
Experience managing at least two high-priority bid pursuits simultaneously
Qualifications We Prefer
Master's Degree (Engineering, IT, Business, or other relevant discipline)
Proposal management and/or project management certification (e.g., ACE ProM Certification, APMP, PMP)
Ability to lead large teams with various skills, mobilizing teams to work together and persevere in a demanding and stressful environment
Able to manage complex service and product bids involving multiple volumes, phases, and formats (e.g., conventional proposals, solution demonstrations, oral/video proposals)
Familiarity with non-traditional contracting methods OTAs, multi-step proposals, orals, etc.

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
