Job Description:
PRIMARY PURPOSE/GENERAL DESCRIPTION:
Reporting to the Executive Director of Facilities Management & Auxiliary Operations, the Associate Director of Planning & Construction will manage all planning activities related to capital outlay projects and minor capital improvement projects for Scripps College.
DESCRIPTION OF DUTIES AND RESPONSIBILITIES
ESSENTIAL FUNCTIONS:

Participate in pre-project planning sessions to understand project requirements.
Develop and maintain relationships with architects, engineers, building officials, contractors, and suppliers.
Coordinate with Claremont City Planning, Engineering, and Building & Safety departments, SCAQMD, and other agencies.
Participate in the Facilities Planning committee and other relevant committees.
Communicate effectively and represent the department in various forums.
Develop policies, procedures, and standards to ensure compliance with regulations, including project audits, safety, and quality standards.
Oversee planning and construction budgets to ensure financial sustainability and strategic resource allocation.
Direct the development of Capital Expenditures and prioritize projects according to the capital renewal program.
Lead short- and long-term planning aligned with the capital renewal program.
Develop standards for College signage.
Maintain inventories of office, housing, and academic spaces, and collaborate with departments for forecasting and design.
Coordinate architectural programs, design development, and contract documentation for projects, monitoring budgets to ensure project goals are met.
Assist in selecting architects, engineers, and contractors through RFQ and RFP processes.
Review and approve planning and design projects at key stages, ensuring aesthetic consistency campus-wide.
Support pre-start activities, such as office move coordination.
Develop traffic and transportation analyses for the College.
Maintain architectural records and archives.
Contribute to scope of work and financial planning for improvements.
Coordinate with the budget office and procurement to align RFP and RFI documentation with policies.
Manage planning and design activities collaboratively within the team.
Oversee daily operations of Project Managers, ensuring project compliance and successful completion.
Identify issues, analyze causes, and develop improvement plans.
Coordinate workflow with other departments to minimize project impacts.
Optimize productivity using appropriate tools and resource development.
Prepare progress and activity reports for management.
Ensure operational functions are complete, accurate, and timely.
Develop and communicate guidelines and procedures for the department.
Support the College's Principles of Community and Diversity.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES:
Knowledge of building materials, costing procedures, construction methods, and project delivery.
Understanding of College capital outlay and deferred maintenance programs.
Familiarity with Space Inventory Program.
Experience with construction budgeting and job cost accounting.
Knowledge of relevant codes and laws (UPC, CALABL, CALOSHA, Education Code, ADA).
Understanding of institutional planning, design, and construction processes.
Ability to exercise independent judgment based on industry knowledge.
Proficiency in architectural and construction principles related to College projects.
Strong organizational and time management skills.
Effective interpersonal skills, tact, diplomacy, and professionalism.
QUALIFICATION STANDARDS:
EDUCATION & EXPERIENCE:
Bachelor's degree in a related field or equivalent experience and training.
LICENSES / CERTIFICATES:
Valid U.S. drivers license with an acceptable driving record.
OTHER:
HOURS & CLASSIFICATION AND STATUS:
Full-time, benefits-eligible, exempt position. Typical hours are Monday-Friday, 8:00 am - 5:00 pm, with hours varying as needed.
Salary range: $100,000 - $115,000, based on experience and qualifications.
SUPERVISORY RESPONSIBILITY: None.
