Duties Description Under the direction of the Associate Director of Human Resources 2, the incumbent assists in the management of the Personnel Services Unit (PSU).
Duties may include, but are not limited to, the following: • Administration and supervision of one or more key areas of personnel activity/responsibility, including classification, examination, recruitment, probation, traineeship, and performance program/evaluation administration activities. • Research, prepare and advise Executives and managers on matters of organizational structuring, recruitment, retention, classification, compensation, and examination planning strategies. • Ensure that Personnel actions/activities are consistent with the laws, rules, regulations and policies of the Department of Civil Service, the Office of Employee Relations, and the negotiated agreements between employee unions and the State. • Assist in the development and routine evaluation of internal Personnel processes, and recommend and implement improvements when necessary and practical • Represent DHSES Human Resources at conferences, job fairs, HR industry meetings, internal and external discussions. • Assist with the administration of agency on-boarding, off-boarding and new employee orientation programs. • Establish and maintain close working relationships with staff members of operating divisions the agency, Department of Civil Service, and other State agencies. • Continuously collect and report on workforce analytics in order to drive improvement and set goals which will move towards improved future-state visions.? Implement a planned course of 1 action in order to reach goals set. • Perform the full range of supervisory duties to include assigning work projects, follow up on progress, routine staff meetings, training, performance evaluation, etc. • Develop training on personnel related matters for dissemination and presentation to internal HR staff, agency leadership, external stakeholders. • Attend HR related training provided by Civil Service, OSC, OGS BSC, DOB, OER and other entities to ensure Personnel practices and information are current and appropriate. • Keep the Personnel Director and HR Director apprised of sensitive and high profile issues, and raise awareness of escalating matters. • Represent the Personnel Director as needed and assist with special projects, as required. • Work collaboratively with managers, supervisors, staff within HR on daily tasks and projects as assigned. • Develop and maintain an expert knowledge of New York State Civil Service Law, Rules, and Regulation, and various Personnel/HR related resources, including but not limited to, SPMM, ELMS, etc. • Other duties as assigned.
Minimum Qualifications TRANSFER: Current New York State employee with one year or more of permanent, contingent permanent, or 55b/c service in a position allocated to a SG-23 or above and eligible for transfer under Section 52.6 as appropriate of the Civil Service Law.
PROVISIONAL PENDING EXAM: One year or more of permanent, contingent-permanent or 55b/c service as a Human Resources Specialist 2.
52.7 NON-COMPETITIVE PROMOTION: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have one year or more permanent or contingent-permanent competitive, or 55b/c service as a Human Resources Specialist 2 and must not have failed, or failed to take the last holding of the promotion examination for the title listed above.
