Assistant Director, Supply Chain Management

We are searching for a Supply Chain Management leader responsible for planning, organizing and coordinating the purchasing (supply management) policies, procedures, programs and services for Texas Biomedical Research Institute.
The Role:
• Manages supplier networks to support short-term and long-term business goals; reviews contracts and leads supplier negotiations with an emphasis on best value (optimizing cost and quality)
• Drives competitive sourcing processes in accordance with applicable regulations, prepares requests for proposals, evaluates proposals and makes final supplier selection considering all factors
• Oversees the activities of the Purchasing, Shipping and Receiving staff; Hires, trains and develops Purchasing and Shipping and Receiving personnel
• Oversees routine purchasing processes, ensuring purchases follow all policies and regulations, including Federal Acquisition Regulation, Uniform Guidance, Small Business Administration and National Institutes of Health policy and procedures
• Collaborates with Accounts Payable Manager to ensure seamless and streamlined workflow processes between Purchasing and Accounts Payable
• Coordinates with other departments and units to enhance customer relations and ensure the timely procurement of goods and services at optimum cost and to specifications
• Develops and implements procurement best practices and adjusts policies accordingly. This includes implementing a process of periodically evaluating performance of suppliers, quantifiably measuring and confirming contracts are delivering expected value and developing and tracking Key Performance Indicators relevant to the department.
• Maintains accurate inventory records and assists in the disposition of obsolete/excess inventory
• Assists in the administration of the Jaggaer system procurement module
Our Ideal Candidate:
Requires a Bachelor's Degree from an accredited college or university
Prefer degree in Business, Management, or Logistics
CPM certification preferred
7+ years of thorough knowledge of bidding, award, and administration of purchases and service contracts required
3+ years in a supervisory role or leading a purchasing team required
Preferred Experience: Buyer/purchasing agent procuring biological chemicals and/or biomedical equipment; Federal procurement requirements; Administration of a P2P system, especially Jaggaer
Excellent managerial, analytical, problem-solving skills with a high attention to detail and proven customer service skills
