General Definition of Work Performs complex professional and intermediate administrative work overseeing the activities of the Water and Sewer Department. Assists with leading and managing all aspects of Water Department related to the operations of drinking water and sanitary sewer systems. Work is performed under the general direction of the Director of Water and Sewer. Departmental supervision is exercised over all personnel within the department. Essential Functions Assist the Director with planning, directing, and supervising department employees and overseeing all other activities related to the department's activities, policies, capital improvement, organization, and management. Assists with recruiting and selection of departmental personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules. Serves as acting Director in the absence of the Director. Provides technical support and personnel guidance to divisional superintendents. Serves as a liaison between field and office operations for all water and sewer divisions. Addresses employee matters, resolves conflicts and problems; conducts performance evaluations. Receives citizen inquiries or complaints if necessary and takes proper action. Coordinates site work and other operations with other City departments and outside contractors. Ensures all operations comply with local, State, and Federal regulations and standards for installation and safety. Prepares necessary employee records, files, reports, maintenance records, correspondence, etc.; reviews, submits, and maintains documents as necessary. Directs purchasing operations for assigned areas, including automotive, general, and safety equipment, materials, and supplies. Assists with the preparation and maintenance of department budgets and capital improvement plans; monitors expenditures. Knowledge, Skills and Abilities Comprehensive knowledge of the practices of municipal utilities maintenance, operations, and construction practices, including the procedures, equipment, tools needed for efficient and effective implementation under a safe working environment. A thorough knowledge of the occupational hazards of work is required Thorough knowledge of methods for project management, ability to review and analyze plans and specifications for the construction of public facilities; ability to formulate safe operational policies and procedures; ability to maintain records and prepare technical reports; ability to supervise the work of a large staff; ability to establish and maintain effective working relationships with officials, contractors, vendors, associates, and the general public. Education and Experience Bachelor's degree with coursework in engineering, construction, applied science, or related field and extensive experience supervising utility system operations and maintenance, or equivalent combination of education and experience. Physical Requirements This work is sedentary and requires little to no exertion of force; work regularly requires sitting and using hands to finger, handle or feel, frequently requires speaking or hearing and repetitive motions and occasionally requires standing, walking and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic). Special Requirements Possession of a professional engineer's license is preferred, though not required. May require possession of, or ability to obtain, specific licenses and/or certifications.
