Position Summary: The Assistant Director of Field Services Staffing Support serves to assist the Director of Field Services Staffing Support to provide high-level policy and project management assistance in identifying and responding to strategic and program innovation initiatives in ensuring all stages of an employee’s staffing are in compliance with New York City Public Schools (NYCPS) regulations and contracts. The Assistant Director provides resourceful, innovative and timely solutions to highly sensitive issues affecting employee staffing through guidance of the Field Services team of Customer Information Representative Liaisons. With wide latitude for independent initiative, the Assistant Director works closely with Field Services staff, ensuring that they are equipped and proficient in the tasks of assisting HR Directors with policy questions/concerns, as well as in performing service corrections, license changes, applications of withdrawal of resignation/retirement, and other transactions. The role advises staff in proper response techniques, protocols, and how to obtain information to respond to inquiries and to identify issues that should be referred to supervisors or subject matter specialists. The Assistant Director is a visible presence in all meetings and trainings and takes an active, upfront role in presenting, training, advising, and aiding staff – both within OFIS and outward into the field of NYCPS. Key Relationships: Develops and maintains a strong communicative working relationship with all Field Services Staff, OFIS Staff, all levels of Division of Human Resource Staff, Field Office staff, Division of School Leadership, Field Based HR Directors, DIIT, HR Connect, AG Central Support, Galaxy, Division of School Budget Planning and Operations, Payroll and others.
Responsibilities Team Management Supervises an Operations Team of 5 CIR liaisons; directs, facilitates, and supports team members in meeting short and long-term operational and developmental goals and objectives.
Fosters and promotes learning and transfer of knowledge.
Builds and fosters open communication amongst all OFIS Staff through transparent, consistent communication with all pertinent team members.
Leads as a model of communication.
Delegates work to Field Services Staff, offering support, follow-up and feedback as necessary.
Performs Timekeeping in Cybershift for direct reports.
Reports to Director of Field Services Staffing Support with escalated issues and offers solutions.
Collaborates with Director on communicating and modeling cohesive team vision.
Helps to oversee performance related tasks and responsibilities related to the office. Development and Implementation of High Priority Projects Responsible for the development and implementation of policies, practices and procedures in support of all staffing policies for school-based staff.
Provides ongoing advisement on policy with far-reaching, long-term implications for Field Services related programs; this entails managing and implementing the strategic redesign of programs in support of policy changes and aligning policy with the goal of Field Services to support School-Based Staff in all staffing needs.
Manages high-priority projects under the Director, which include research and policy initiatives and communications both internally within OFIS and externally to HRDs, SHRDs and other stakeholders.
Represents Field Services in meetings with various departments and stakeholders.
Projects scopes of work and performs scenario planning related to high-stakes program initiatives. Design and Management of Research, Evaluation, and Analysis Liaises with other OFIS and NYCPS leadership to identify and improve areas of efficiency within OFIS systems, with a goal toward improving, simplifying and expanding understanding.
Assists Director in managing research, evaluation, and analysis for OFIS systems and policies, including: designing, planning, and managing high-stakes programs to track field satisfaction and feedback on program effectiveness to inform program changes/recommendations; and collaborating with other offices in OFIS and DHR to systematically gather and synthesize confidential information.
Oversees engagement with relevant NYCPS offices (DIIT, Legal) on the design and rollout of policies, procedures and initiatives within HR systems and across other NYCPS technology systems that impact staffing.
Works across offices to develop cohesive messaging, vision and resolution as issues arise.
Maintains cooperative relationships with Division of School Leadership offices on matters concerning pedagogical human resource administration, related data, and the interpretation and application of appropriate laws, rules, regulations and administrative orders. Qualification Requirements:
Minimum A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
Education and/or experience equivalent to “ 1 ”, or “ 2 ” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “ 1 ” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “ 1 ” above. Preferred Open, transparent communication skills.

Ability to absorb new information, analyze and interpret data and impart it to others. Salary : $95,900 - 105,490
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
