Main Purpose of Job
The main purpose of this position is to provide leadership and managerial oversight of program operations – establishing standards, goals and schedules for Child Support staff, including the Young Fathers/Non-Custodial Parent Employment Program (NPEP) staff; setting priorities and evaluating the effectiveness of both staff and programs; aligning budgets with program priorities; working collaboratively with community partners; and participating in organizational excellence and development activities. This position serves as Program Manager for all Child Support program components, as well as for the Young Fathers/NPEP program. Achievement of desired outcomes is the barometer by which the effectiveness of the incumbent’s performance is measured. The position is a member of the executive staff of the agency and is expected to work in a dynamic and collaborative mode with all relevant stakeholders. POSITION DUTIES
Leadership and Direction Directs, coordinates, plans and supervises all activities of the Child Support and Young Fathers/NPEP.
Develops, monitors and supervises activities of the Inside Out Dad program. Works with the Facilitator of this outreach program to plan the curriculum, presentations for participant recruitment, reporting and program monitoring.
Works in cooperation with the Director of the Talbot County Department of Corrections.
Directs quality and quantity of staff production, including Child Support Management System (CSMS) utilization and compliance, meeting or exceeding audit and other mandated outcomes.
Supervision and Staff Development Provides supervision to all Child Support Staff and other direct report staff.
Plans, coordinates, supervises and evaluates the work.
Provides for staff development.
This includes planning for training of workers and providing individual instruction in routine practice and procedure to improve service delivery; seeking and promoting opportunities to obtain professional development opportunities.
MINIMUM QUALIFICATIONS

Experience: Eleven years of experience, seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development, for the required experience.
2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to six years of the required non-supervisory general experience.
3. Candidates may substitute Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience, two years must have been in an administrative supervisory or consultative capacity.
DESIRED OR PREFERRED QUALIFICATIONS

One year of experience working in Child Support Administration including Establishment and Enforcement.
One year of experience with Child Support Management Systems (CSMS).
One year of experience supervising employees in Human Services.
One year of experience Managing Fiscal Operations in a Child Support Program.
